
As part of the open innovation program for the public sector, GovTech Lab Ukraine, implemented by the Global Government Technology Centre, Kyiv, has selected three challenges, the resolution of which will improve the quality of public services. Among them is the project idea proposed by the State Agency for Tourism Development of Ukraine.
Currently, the state Unified Tourism Register (UTR) functions nominally as an administrative database of categorized hotels and licensed tour operators. However, it is not capable of fully collecting statistical data, while a significant part of the tourism sector remains in the “shadow.” Therefore, the UTR requires a fundamental transformation into a modern analytical and management system. This will make it possible to reveal the real state of the tourism industry, reduce the administrative burden on businesses, and increase local community revenues from the tourist tax several times over in the coming years.
GovTech Lab UA is the first Ukrainian open innovation program that helps introduce modern digital solutions into the public sector. It is implemented by the Global Government Technology Centre Kyiv, with the support of the Ministry of Digital Transformation of Ukraine, the World Economic Forum, and the Swiss-Ukrainian EGAP program, implemented by the East Europe Foundation.
The program brings together government institutions, startups, and technology companies to explore and test effective solutions. At the next stage, Ukrainian and international startups will work on upgrading the Unified Tourism Register in partnership with the public sector.
